Elections for the positions of Vice Chairman and Treasurer were held October 19, 2019. Lance Foster was voted in as Vice Chairman and Elyse Towey was voted in as Treasurer. They will be sworn into office on November 6, 2019 at 1:00pm.

Grey Snow Management Solutions, LLC (GSMS) is pleased to announce that the Institute of Tribal Environmental Professionals (ITEP) awarded Grey Snow Sanitation (GSS) the Tribal Solid Waste Education and Assistance Program funded through the United States Department of Agriculture (USDA).  ITEP will assign GSS an industry leading mentor to provide them with onsite support and training that will enable our already rapidly growing sanitation service to accelerate to the next level more seamlessly.  According to ITEP, “The application process is competitive and your application stuck out to us as a project that has a lot of potential to move forward.”  ITEP was established in 1992, in cooperation with USEPA to act as a catalyst among tribal governments, research and technical resources at Northern Arizona University (NAU), various federal, state and local governments, and the private sector, in support of environmental protection of Native American natural resources.  GSM and GSS look forward to working with ITEP and an industry leading mentor to evaluate our current operations, meet with staff from our Tribe, and make recommendations on how we can succeed as we continue to grow our sanitation program.  If you have any questions, please contact Jeffrey Hicks at jhicks@greysnow.com or 785-850-1801. 

Tribal Justice System Community Survey

The Iowa Tribe of Kansas & Nebraska formally invites you to participate in our Tribal Justice System Community Survey.  Your responses will assist our advisory board in expanding our vision of restructuring the Tribal Justice System in a manner that incorporates traditional values of the Iowa Tribe of Kansas and Nebraska and is responsive and respectful to the needs of the community while inspiring safety, confidence and integrity.  

Your participation is important to the mission that will allow the Tribe “To enhance and strengthen the Iowa Tribe of Kansas and Nebraska Tribal Justice System through sustainable long-term programmatic goals and activities.”  Your responses are anonymous.

Grey Snow Management Solutions, LLC is proud to announce the awarding of $120,000

White Cloud, KS, August 21: Grey Snow Management Solutions, LLC is proud to announce their recent award of $120,000 under the Indian Health Service (IHS) Fiscal Year 2018 Planning Cooperative Agreement award. This planning cooperative agreement supports the Iowa Tribe’s planning and preparation necessary for Grey Snow Management Solutions, LLC to assume responsibility for providing health care to tribal members.


Under the Indian Self-Determination and Education Assistance Act, the Iowa Tribe of Kansas and Nebraska has the right to assume responsibility for providing health care to its tribal members, as well as operate and manage the health care programs and services that are currently provided by IHS. Self-Governance will allow the Tribe to capture the federal dollars associated with IHS operation of compacted Programs, Services, Functions and Activities (PSFAs) to support the Tribe's operation of those services within tribal programming. “Self-Governance will strengthen our tribal sovereignty through increased tribal control and will allow the opportunity to expand current programs and bring in new programs that would be funded through grants and third-party billing. I would also like to see tribal spouses to be eligible for direct services at the clinic” said Chairman Rhodd. In June 2018, the Iowa Tribe of Kansas and Nebraska delegated responsibility to Grey Snow Management Solutions, LLC to assume the planning cooperative agreement award activities.


The Planning Cooperative Agreement will provide IHS assistance to the Tribe with the planning phase of self-governance, which will include legal and budgetary research, organizational preparation, and internal tribal government planning, as it all relates to the administration of the assumption of the Tribe’s health care programs. “This is a great opportunity to extend and expand our already phenomenal health care programs, as the clinic will now be eligible for grants and third-party programs that the clinic run by IHS was not” said Mr. Hicks. It is the intent of the Iowa Tribe of Kansas and Nebraska and its subsidiary, Grey Snow Management Solutions, LLC to assume IHS responsibilities by March 2019.


Grey Snow Management Solutions, LLC is a Tribally-owned LLC wholly owned by the Iowa Tribe of Kansas and Nebraska. Under a memorandum of understanding, Grey Snow Management Solutions, LLC contracted with Morning Star Consulting, a Native American and Ioway Tribal member-owned consulting firm, to facilitate the application process.

Iowa Tribe hires new Chief Executive Officer for newly formed Limited Liability Company

The Iowa Tribe of Kansas and Nebraska Executive Committee is proud to announce that a Chief Executive Officer (CEO) has been hired. Before an introduction is made, we would like to explain why it was decided to hire a CEO. Many rumors have been swirling around for some time and we’d like to take the time to address them. In 2014, the Tribe received a grant from the USDA to develop a Strategic Economic Development Plan. In this plan, one of the main priorities was to form a separate tribal entity wholly owned by the Iowa Tribe of Kansas and Nebraska to operate all of the Tribe’s current and future for profit businesses. Many other Tribes operate their for profit businesses in this manner instead of businesses being operated under the tribal government. Research has shown that tribal businesses operated in this manner are more successful. Since the Strategic Economic Development plan was adopted, the Executive Committee along with the Business Advisory Board have been working towards creating this entity which will serve as the holding company for all future business operations and ventures. This holding company will have subsidiary businesses such as the Farm Operation, Ioway Bee Farm, Utilities and Grandview Oil along with new for profit businesses. Eventually, the holding company will be an IRA Section 17 Corporation. This does take some time to complete as it has to be approved by Congress. In the meantime, we have created a Limited Liability Company which will operate the businesses mentioned above as well as future developed businesses. The Chief Executive Officer will be responsible for operating these businesses and also be tasked with obtaining certification for Small Business Administration under the 8(a) Business Development Program rules which will allow the entity to contract with the Federal Government. The entity will be operated under a Board of Directors. The Executive Committee has appointed three tribal members who originally served on the Business Advisory Board to serve on the Board of Directors. They are Carl Liberty, Deborah Bryan, and Mary Delores Waite. The Board of Directors, like all other tribal boards and committees, report to the Executive Committee. We will be holding an informational meeting/presentation on June 9, 2018 at the George Ogden Building at 1:00pm for tribal members to attend.

Nature Conservancy transfers land to Iowa Tribe

The Nature Conservancy in Nebraska recently transferred 160 acres of Richardson County bluff land to the Iowa Tribe of Kansas and Nebraska. One of the goals of the Executive Committee of the Iowa Tribe is to regain as much of the reservation as we can. Unfortunately, most of the time it comes with a price tag. We are honored and thankful to The Nature Conservancy for giving us some of our land back. The Nature Conservancy and the Iowa Tribe agreed to a conservation easement, which prevents development that would be incompatible with the ecological value of the land. IHS Holton Field Office

IHS Holton Field Office has a number of services of available to Native American homeowners such as on-site septic tank drainfield, connection to community sewer systems, drilled water wells and connection to community water supply systems. If you meet the eligibility requirements, IHS may be able to assist you with these projects. Over the past few years, many tribal members have expressed dissatisfaction with the Tribe's website. We have taken your comments to heart and had Kelli Cheek, the Executive Committee Treasurer, build a new site that we believe will be easier to navigate and easier to obtain information pertaining to the Tribe. So take a look around and enjoy! This new website will be updated weekly with current information as it's received.
